Rotate a webhook's secret

POST 
/ingest-webhooks/:webhookId/secret/rotations

Replaces the stored secret and returns the new value. Also the recovery path for a webhook left disabled by a failed mint at creation: the secret id is derived from the webhook, so rotating writes exactly where the receiver looks and re-enables the webhook on success.
